Executive Director
Earl Simms
Earl is the co-founder and Executive Director of RCS. Earl is a Certified Community Care Coach and Mediator. Earl has 10 years experience in direct service, nonprofit leadership and policy advocacy in the area of criminal justice reform and alternatives to incarceration. Earl was a member of the Safety and Justice Challenge through the MacArthur Foundation.
Earl currently consults with San Francisco's Department of Homelessness and Supportive Housing where he leads the Just Home initiative, focused on finding alternatives to incarceration, reducing the jail population and reducing disparities in the system.

Director of Programs & Legal Strategy
Erin Kennedy, JD
Erin has deep professional experience serving grassroots community-based organizations, including health clinics and housing providers, in direct service, programs, strategy, development, administration, and compliance. Erin also works as a consultant for the Department of Homelessness and Supportive Housing in San Francisco.
Erin is part of a team securing community engagement for the City’s 5-year strategic plan to combat homelessness. Erin is passionate about elevating community voices and advocating for community-based responses rooted in public health to address issues like homelessness and criminal justice reform. Erin is also an attorney admitted to practice in Kansas and California

Precious Johnson
Precious Johnson is a certified life coach, mentor, and community leader committed to empowering formerly incarcerated individuals and their families. Overcoming a challenging childhood and a 15-year prison sentence, she transformed her life through education and mentorship.
After her release, Precious founded InsightfulXchange LLC, offering coaching, consulting, and content like podcasts and webinars to help individuals unlock their potential.
She also serves as a Program Associate with BonafideLife, Program Coordinator for UnapologeticallyHERS, and Ambassador for the Sister Warriors Organization. Precious's mission is to provide tools and support for successful reintegration and personal growth.
